He was born on December 7, 1945, in the Bushnell Army Hospital in Brigham City, Utah, to his parents, Albert Wallace Mitchell Jr. and Geneva Naomi Cliff. He spent his childhood on a dairy farm with his two brothers and sister in Payette, Idaho where he learned the value of hard work. Wallace attended Utah State University and the MacKay School of Mines at the University of Nevada, Reno, where he studied Geology, which led him to a career that would take him all over the world. After retirement they moved to their current home in Cove, Utah to be closer to their family.

He was active in the service of his community and served faithfully in a variety of callings as a member of The Church of Jesus Christ of Latter-day Saints. He then served three missions with his wife, Elaine in the Stockholm Sweden Mission, a Service Mission at the Utah State University Institute, and Manchester England Mission on the Isle of Mann. He was always a worthy, gentle, and Christ-like husband, father, grandfather, and friend to all who knew him.

Wallace was preceded in death by his parents, Albert Wallace Mitchell Jr. and Geneva Naomi Cliff, sister-in-law Sherry Mitchell, and his great granddaughter, Margaret Eve Swensen.
